2026 presents a defining mix of volatility and opportunity. Domestically, Mongolia is navigating a post-election landscape, with public frustration centered on systemic corruption, high inflation, and widening inequality. The government’s renewed push for anti-corruption and digital governance offers a critical opening for AmCham’s long-standing transparency agenda. Economically, projected mining-led growth (5.7 percent) is tempered by high inflation (7.2 percent) and weakening Chinese demand. The recent dzud (extreme winter conditions) underscores the fragility of the non-mining economy. Meanwhile, the 2025 Mongolia Investment Climate Statement issued by the U.S. Department of State warns that “caution is warranted” due to “ineffective dispute resolution” and the risk of “expropriatory” new laws, such as the 2024 legislation on strategic deposits. Putting the private sector back in the spotlight by showcasing businesses and investors, including AmCham members, as the driving forces and leaders of Mongolia’s economic revolution, maximizing their opportunities for positive exposure to move away from the current focus on the government’s actions and its politically-driven economic model. The Roadmap for Growth is a broad strategic framework for AmCham Mongolia’s policy advocacy priorities, designed to build an enabling business environment and create a level playing field for American businesses and our members in Mongolia. This strategic document outlines ongoing policy advocacy efforts building on the momentum of accomplished milestones as well as new approaches and strategies to maintain the leading role of the organization within the business community. A couple of new features include but are not limited to focusing on targeted policy issues whereby tax reforms will be an important priority including tax dispute resolution. Another new initiative is the establishment of the U.S. Relations Committee to upscale the bilateral relations building on the success of the AmCham’s U.S. Doorknock in June 2023. Certainly, the parliamentary elections in June 2024 and hence, the formation of the new government will be an important factor in dealing with monitoring the rhetoric of the government toward foreign investment. AmCham Mongolia intends to vigorously engage with new Parliament and government members to present the policy messages. [...]

The COVID-19 pandemic and unprecedented precautionary measures are having a major impact and bringing significant challenges to businesses, their supply chains, employment, cash flows, and contractual obligations. In 2020, AmCham served as the primary means of communication between its members and the Government of Mongolia to ensure smooth and continued business operations. In 2021, AmCham further commits to supporting a private sector-led economic recovery and development, and to helping our members adapt to the unique challenges of doing business in and with Mongolia during the COVID-19 pandemic. We will continue to prioritize support for the minerals sector and economic diversification in other sectors, such as the digital economy, e-commerce, and agriculture, and to promote U.S.-Mongolia bilateral trade and investment, as well as regional connectivity. In 2021, we will place an even stronger focus on promoting the acquisition and use of goods, works, and services from the United States. [...]
